I haven’t yet purchased the content equipment (laptop, mic, lighting) because I’m currently awaiting the milestone payout to cover those expenses.

Milestones are paid after all of the listed deliverables are delivered. When you listed the purchase of a laptop as a deliverable for the milestone, this meant that the laptop had to be purchased as part of the expected deliverables to release payment.
Can you help me understand what gave you the impression that the milestone payment would be released before the “Deliverables” part was delivered?
A way forward is for you to repropose your Milestones. Move the current Milestone 1 to Milestone 2, and create a new Milestone 1 for all the things you can deliver right now. Then make Milestone 2 the things you can deliver once Milestone 1 payment is released. Do you understand what I mean?
